ABSTRACT Indonesia is blessed with abundant natural resources including minerals (minerals) derived from mining activities. Mines and Minerals is a natural resource that is not renewable (non-renewable) that is controlled by the state and its utilization is used for the greatest prosperity of the people. Therefore, the management of mining and minerals should provide added value to the national economy. To achieve this question, the management of mineral must berazazkan to benefit, justice and balance as well as siding with the interests of the nation. Law No. 4 of 2009 on Mineral and Coal marks a new era in mining where there are new provisions that indicate a paradigm shift in the management of mineral resources and coal. One such shift is related to the obligation of value added metal mineral resources conducted by management and purification in the country.
